New Mandate? Headed Your Way!

What’s happening?

  • Commission on State Mandates tentatively approves new mandate

  • On March 5th, the Commission on State Mandates (COSM) issued its draft decision to approve the Public School Restrooms: Feminine Hygiene Products test claim

A big shout out to Desert Sands Unified School District for doing the heavy lifting and filing this test claim!

What’s the requirement?

  • Education Code Section 35292.6: A public school maintaining any combination of classes from grade 6 to grade 12, inclusive, that meets the 40-percent pupil poverty threshold, shall stock at least 50 percent of the school’s restrooms with feminine hygiene products at all times.

What do the reimbursable activities look like?

  • Time and costs to stock the restrooms

  • Time and cost to train staff on the new state mandated activities

  • Time and cost to update district policies and procedures

  • Costs to purchase and install dispensers for the restrooms

  • Costs incurred starting January 1, 2018 forward can be claimed

What is the timeline?

  • State filing deadline is anticipated to be sometime late December, 2019

  • Formal approval is set to take place when COSM holds its next meeting on May 24, 2019
