A bellwether for attendance next year

For the past seven or eight years, Eureka City Schools (ECS) has had flat student enrollment. Closures on the coast and a resultant economic slowdown dropped district enrollment unexpectedly by 3.5% this year. ECS knows that creating a positive culture for their existing students and modeling that to the community will determine whether or not that 3.5% of students returns to the district as their campuses reopen.
