What comes after ADA Hold Harmless?

In the video below, we asked this and other key questions for two upcoming workshops hosted by the California Association of School Business Officials’ (CASBO) annual education conference.


ADA funded states issued hold harmless legislation to release districts from seat-based attendance accounting for the 2020-2021 school year. As with all well intended legislation, the consequences of ADA hold harmless provisions on student attendance has led to mixed results.


In Texas, the hold harmless provision was initially issued through the first half of the school year. It was recently extended to the remainder of the 2020-2021 school year as hybrid learning continues. In contrast, California’s hold harmless provision for the 2020-2021 school year was issued yearlong from the start. Now that most hold harmless provisions are beginning to phase out in anticipation of the 2021-22 school year, we asked district leaders what they need to do now to stave off ADA losses in the year ahead.
